What is on a government job test?
Most papers have two parts: a subject portion on the post's own qualification, and a general portion of English, General Knowledge, Pakistan Studies, Islamic Studies, current affairs and basic reasoning. The split varies by post and some papers are entirely one or the other; the advertisement for your post is the authority. Where the general portion exists, it is where most candidates lose marks, because they assume it cannot be studied. Read the advertisement first
It gives the syllabus, the marks split, negative marking and eligibility for your exact post. Everything else follows from it.
Prepare the general portion once, properly
English, General Knowledge, Pakistan Studies, Islamic Studies and current affairs, topic by topic. It carries across every post you apply for.

Is there negative marking in government job tests?
It depends on the conducting body and the post, and the advertisement states it. Where there is none, answer every question; where there is, the expected value of a guess decides whether to attempt it.

The one for the post you are eligible for and applying to soonest. Because the general portion is shared, preparing it well for one test prepares you for the rest, so the order matters less than starting.
