As the question states, the whole number is less than 24, hence options A and D are eliminated. Let's list the numbers in question, 12,13,14,15,16,17,18,19,20,21,22,23. X is the smallest prime number. Among the numbers listed 13 is the smallest prime number so X is 13. Y is the biggest number divisible by 3. 21 is the largest number among these but it is divisible by 3. So Y is 21. Z is the number divisible by 11. Amongst all these numbers only 22 is divisible by 11. This is what makes option B the most appropriate choice.
